Civil Unrest - How Do You Avoid It During a Disaster?

Civil unrest really became an issue after Katrina went through New Orleans. The city, county/parish, state and federal government had insufficient disaster recovery plans for this problem. People were stranded everywhere because they had no disaster plans to help themselves and depended solely on the government for their lives.

Looting was prevalent as those that had nothing went looking for what they needed and took what they found even if they did not need it. Have you seen the videos of the police walking around the Wal-Mart filling up carts? How about the guys carrying big screen TVs out of the store and carts full of stuff being loaded into a pick up truck? That was simply looting or stealing from my perspective during the aftermath of a major hurricane and storm serge.

So, what can you do to protect your property in this situation? Board up windows and doors as securely as possible and get out by following the evacuation plan the city puts out even if it is at the last moment. In Katrina’s case they told the people to go to the local shelter as available.

Most people went to the Louisiana Superdome, which was not a properly equipped shelter. There were no supplies in place and the people that were there were complaining of backed up toilets and no air conditioning, I do not remember anyone saying they were happy to be alive. 1800 people died due to lack of preparation.

People blamed the federal government for the failure to be prepared. This was civil unrest. The real problem was the lack of preparedness by the average citizen and failure to convey those concerns to local government for action.
